If you fail to install the driver of Dongle, please try the following ways:

1 - Install as an administrator

2 - Shut down the firewall and the Anti-Virus

3 - Change the file to compatibility mode with Windows 7

4 - Copy and replace Rockey4ND.dll from another computer which ZWCAD works on

5 - If you reinstall the driver, find the file via:C:\Windows\System32\drivers\Rockey4.sys

rename the Rockey4.sys to Rockey4.sys_back and install again.
