To work on Server 2016, please download the last version(v11.14) of Network License Manager:

After you install it on the server, you have to activate the network license on the Network License Manager:
Click Start → All Programs → ZWSOFT → ZWSOFT 2018 Network License Manager ENU → Network License Manager to open the ZWSOFT 2018 Network License Manager page.
Activating Authorized Server
Click Activate to enter the Online License Activation page.
After successful activation, the following dialog box is displayed. Click OK to exit the page. Otherwise, you can contact with ZWSoft Registration Center.
After you activate the license, you need to configure License Server so that you can distribute network licenses to workstations.
Configuring Authorized Server
Click Start → All Programs → ZWSOFT → ZWSOFT 2018 Network License Manager ENU → Network License Configuration.
Select Configuration Using Services and LMTOOLS ignores license file path environment variables in Service/License File tab.
3. Do configuration in Config Service tab.
Configuration instructions are as follows.
Please select a name for Service Name from its drop-down menu, or input a name for the service directly.
Fill Path to the lmgrd.exe file with license manager daemon file (lmgrd.exe) path; or click Browse to specify the location for it (for example, C:\Program Files\ZWSoft\ZWSOFT 2018 Network License Manager ENU\lmgrd.exe).
Fill Path to the license file with the license file (LicenseFile.lic) path; or click Browse to specify the file path (for example, C:\Program Files\ZWSoft\ZWSOFT 2018 Network License Manager ENU\LicenseFile.lic).
Fill Path to the debug log file with the debug log file path and name. You can either retain the default path such as "C:\Program Data\FNP_DIR\Debug.log", or click Browse to specify the installation path or a customized path.
Select Use Services.(Must be checked)
If you want to automatically start the lmgrd.exe on system startup, please select Start Server at Power Up.
Select FlexNet Licensing Service Required.(Must be checked)
4.Click Save Service to save your configuration and click Yes to confirm your operation.
5. Choose Start → All Programs → Control Panel → Administrative Tools → Services, right click on the Name of the desired service, and selelct Properties in the context menu.
6. Display zwsoft Properties Dialog Box, switch to Log On tab, click Local System account.
7.Go to Start/Stop/Reread page, click Start Server to start service, or click ReRead License File to refresh Network License Manager with your license file or optional file changes.
8.Close Network License Configuration (lmtools.exe).
