Yes, user can add dimension during BEDIT (Block Editor).
However, the user may encounter some cases that dimension cannot be added.
In this case, the position of the dimension may not in the limits.
To check and recover it, please execute the LIMITS command.
Then check whether it is on and check the range of it.
After reset the limits, you are available to add a dimension.
