If you select "edit block in-place" to edit the block or xref, then you will find that if you select the objects inside and outside the workset, only the objects inside will be selected. Or you can just select the objects outside the workset only, then they will be selected. However, if we need to select both, how to reach this?
Many people will ignore the setting tab in the refedit dialog, you can just un-tick the following option, then you can select both.
