Some customers reported to us that the service will not started after reboot the licensing server, and some others are requesting that if it is possible to start the service without logging in the server, because usually there is nobody log in the server.

After checked with FLEXRA and test, here is the answer.
From v11.11.1, the service-startup type for lmgrd is set to Automatic (Delayed Start) in the Windows Services Manager.

The service-startup type for lmgrd is set to Automatic (Delayed Start) in the Windows services
manager. This setting allows extra time before starting the service should any performance issues occur
during a machine boot up. (IOA-000075552)

So, it is by intention to change the startup type to *delay* to avoid potential issues caused by high load of OS when booting and starting many services simultaneously.
This delay is around 2 minutes according to Microsoft's explanation.
According our test, when you see the log in information, then you need to wait around 2 minutes more to finish the service start.
As to the potential issue be caused by "Automatic" start up, the Flexra answer is listed below.
I didn't receive report on issues with automatic startup type. But other teams in UK/US received. That's why we made the change.
