Some users can get borrowed license but not get floating license

Case 1:

User is using ZWCAD 2009 floating license and use NLM(network license manager) as ZWCAD Classic, version v11.12.

Floating license cannot be gotten from server.

Reason: Compatibility between latest NLM and ZWCAD 2009

Solution: Change the NLM to ZWCAD 2009's but not Classic's.
